What organizers need to know in order to make informed decisions about sub contractors, hiring employees, and the world of human resources. How can you run a small business in compliance with California law? It isn’t easy, but it is possible. Employment attorney, Carla Ford, will discuss the issues that small employers need to be aware of and she’ll give tips on how to stay compliant. Denise Fernald will dive deeper into the rules that California requires, educate our chapter members and guests about Human Resources, the technical parts, pay roll, part time vs. fulltime employees, and the components that contribute to excellent HR protocols. Our goal is to focus on the ways we as savvy professionals can best utilize HR. Join NAPO LA as we explore employment law and human resources.


Carla A. Ford is the principal and owner of Carla Ford Law, A Professional Corporation, a law firm that focuses on  employment counseling and litigation, representing employees and employers; and compliance consulting with elder care facilities, commonly referred to as nursing homes. A native of Cleveland, Ohio, Carla is a graduate of Boston University, where she earned a B.A. in English, cum laude, and Georgetown University Law Center. Carla was privileged to serve for 16 years as an Assistant United States in the Civil Division of the U.S. Attorney’s Offices (“USAO”) in Los Angeles, where she represented the government in a variety of practice areas. In 2010, Carla left government service to join Walmart Stores, Inc. as a senior member of their Environmental Compliance & Ethics Team. When she started her law firm in March 2016, Carla decided to apply her compliance knowledge from Walmart in her practice in a way that would honor the memory of her mother, Muriel Ford, who died an Alzheimer’s patient in nursing care. Carla’s mission is to help nursing homes prevent patient injuries and deaths by showing elder care facilities how, through compliance, they can improve care, while preserving their bottom line.


Denise H. Fernald is the Human Resources Director for Westside Regional Center in Culver City. She has served as  both a Director and VP of Human Resources for several organizations over the past 30 years. Denise also provides consulting and management training to outside organizations. In addition to being a Certified Compensation Professional (CCP), she is also a Senior Professional of Human Resources with an additional California certification (SPHR-CA) and a Senior Certified Professional with the Society for Human Resources Management (SHRM-SCP).

Denise H. Fernald has expertise in both strategic and organizational development as well as employee classification issues, benefits, compensation structure, policies, recruitment, onboarding, and best practices disciplinary processes up to and including termination.

In her 21st year as a Professional Organizer, Marcy Melton’s business, Bullseye Organizing Solutions, is based on the Westside and specializes in Financial Organizing - bookkeeping and tax preparation, filing systems, paper management, archiving, health insurance filing and medical payments, and time management.  

Before being an Organizer, Marcy had a 20-year career in Television Advertising Sales and Sales Management where she developed a reputation among her colleagues for developing filing systems that enabled her to access anything in seconds.

When Marcy became an Organizer, she developed for Corporate and Business clients company organizational charts and manuals outlining job responsibilities of management and employees, developed more efficient workflow systems, did space planning, and assisted in the interviewing and hiring of personnel.  For Residential clients, she organized several estates as well as closets, children’s rooms, books, audio and video collections, photographs and memorabilia.  She also has managed the relocation of several business and residential clients.
